Creating a Positive Learning Environment: cell phone policy

I have a no cell phone/computer/tablet policy in class, but I struggle to enforce it. First, I hate being the “bad guy” and treating students like children instead of adults; I want to create a positive environment but I know that these are distractions. Second, I know that students have valid uses for their phones in class; ESL students for example often use the phone as a translator during lecture. I need to solidify my own view so that I can follow through on my policies without second thoughts, and this article and numerous comments are a good starting point.
